Tamil Nadu Climate Change Mission (TNCCM)
Launched in 2021-22, the Tamil Nadu Climate Change Mission (TNCCM) is one of the Government of Tamil Nadu’s (GoTN) flagship initiatives to combat climate change. Realizing Sustainable Habitat is a high priority area for the TNCCM.
The TNCCM’s efforts in the Sustainable Habitat space are aimed at promoting energy-saving measures in both government and private buildings and reducing greenhouse gas (GHG) emissions from energy production and consumption in the building and construction sector.
This is a welcome prioritization, consistent with growing scientific evidence that points to the building and construction sector not only as a significant contributor to climate change but also as an area that holds high potential for reducing GHG emissions. Importantly, efforts to realize this potential hold promise in terms of ensuring improved resilience, reduced vulnerability, and triggering the embrace of sustainable technologies, behaviors, and practices, based on both demand and supply side cues.
Importance of mobilising the stakeholders in Construction and Homes
Galvanising a range of stakeholders, including those from government, business, and civil society and citizens, is crucial to realising the TNCCM’s objectives in the Sustainable Habitat space. Concerted, systematic engagement with stakeholders will ensure the necessary citizen awareness, behaviour change at scale, and institutional capacity, and inform the design of interventions that, inter alia, promote appropriate construction materials and techniques, effective heating and cooling systems, and energy efficient technology.
Presently, the TNCCM has an identified need for:
- awareness building among citizens about the importance of energy-saving practices; and,
- providing training and guidance to builders and developers on cost-effective climate-friendly building infrastructure.
Engaging the right Stakeholders
To achieve these objectives, a key feature of approach by IIHS is to conduct workshops for two key stakeholder groups:
- residents and community representatives;
- and, builders and developers.
